This new book on energy policy looks like an interesting read:  Hakes, Jay E. A Declaration of Energy Independence: How Freedom from Foreign Oil Can Improve National Security, Our Economy, and the Environment. Hoboken, NJ: J. Wiley & Sons, 2008.
